Hi Vaughn,
I suspect that, along with your advice, that 1/8 off-center wheel is connected to the 1/4 off center steering issue. One tooth off on a spline somewhere in the system, gear box or steering arm. Backing off on the box adjustment will tell him which way to go with further adjustments,...as you indicated.
