Hot water freezes first?

In some circumstances, such as water pipes, the hot water line often does freeze first. The reason is the solubility of air is higher in cold water
than hot. The dissolved air lowers the freezing point of the water. It seems counterintuitive, but under the right cirumstances, it is easily explained
on well known chemical principles.
