Most of the people I see round here with these problems either have a tank full of c!"p or they are trying to use the original fuel hoses.
The armoured fuel hoses usually look fine, but internally they can be drawing air, leaking fuel, and any internal damage can lead to the hose swelling up internally and choking the supply. Once they discovered this they actually used it - the bullet-sealing tanks on the later Studebaker Weasels used a rubber sandwich where the central layer reacted with fuel to swell up and seal bullet holes.
