Things like that are why, when you ask them why they don't fix the roads and trails and why they close the campgrounds, they say "we don't have any money", and then blame the lack of money on the republican administration, the democrat administration, the environmentalists, the atv riders, the lumber market, the bad winter, the bad fire season, or just plain old "budget cuts". Of course there's always enough money for new computers and herman-miller furniture in the regional office, and for plenty of nice new (Dodge) trucks for all the assorted managers and specialists to drive around in while they survey "their" domain.
Around here $9800 would buy a dozer and operator for solid month of full-time work, during which time he could probably fix every slide and washout in the district. Of course then they wouldn't be able to have the guys in the new trucks take pictures of all the slides and washouts, and have the guys in the office draw multi-colored overlay maps of the slides and the washouts, and the guys in the contract department describe in detail how to fix each slide and washout and put each one out for bid, so that by the time they're all done a $9,800 job has become a $980,000 job and they can say that due to budget cuts they can't afford to fix the roads.
