Dumb Question? What size bolt on the Splash Sheilds?

I was tring several bolts on the front splash sheilds that bolt to the fenders. I tried 3/8 fine and corse threads in the holes and they would not thread? I am sure they are 3/8 inch what am I doing wrong? Tried sever holes. I am going to put my glasses on so I can see better! Mark H.
