Winch questions

1) The hole in the universal joint for the shear pin is drilled at an angle - ie not perpendicular to the axis of the shaft. The hole in the winch drive shaft appears to be perpendicular. What gives?

2) In the collection of parts that came w my winch, I found a steel plate that matches the PTO flange. It is approx 3/16" thick. Any idea what this is for? PTO bolts up fine w/o.
