You are confusing the rim protectors on modern all terain and mud tires with a design feature of bias ply tires meant for split rim wheels. It is obvious that the manufactures standardized on the appropriate rim width and split ring hieght for 7.50 and 9.00 16 tires. Whether you choose to mismatch is your business, but personally, I would want it to be correct (as determined by the intent of the original manufacturer) for both historical and safety correctness.
