It sounds like you are saying that the frame is "racked", sort of a paralellagram. Do you have access to any type of hydraulic equipment? Most shops use a fixture that sets the frame in a jig replicating the factory assembly line. Damaged frames are pushed and pulled by hydraulics until they meet specs. The only welding performed safely on modern frames is done on unibodys. The type of steel used in frames is highly tempered and NOT conducive to be welded without getting very brittle and losing it's structural intergrity. Dodge only recommneds welding on small horizontal areas of it's frames, NOT on the flanges or webs at all. Any cutting and welding should be accompanied by a lot of boxing and fishplating at the areas worked on, but with minimal heat applied, it is an art, not to be attempted by the casual welder/hobbiest.
