Why do you say not to swap a 251 for a 230?
The only downside I see is the length issue.
With the centered rods and shorter stroke, I'd think the 251 would be a good match for 4.89 gears in a suburban street truck.
Have also been looking at the little 2-bbl Webers on eBAY. You can still get new dual carb manifolds for < $200. I'd think that setup could give good power and good ecoomy if setup correctly.
