Cummins oil filter problem

I am wondering if anyone else is having the same problem. Three times over the last 2 years The oil filter on my 99 has loosened up.Twice only enough to where I was able to detect the oil drops on the ground, but once it loosened enough to pump oil out while I was driving...what a mess. When a new filter is installed it gets tightened 1 half turn beyond hand tight like my local dealer says. Anyone else have this problem? anyone have a remedy?
