with a dual ballast, you use a lesser resistance when cranking to make up for battery drain by starter,it sounds like that is working borderline, since it's dropping 1 volt at cranking. When it does start,is it just as you release the key that it fires? That is a sure sign of bad 'start' side of a dual ballast. Check the resistance ?
and about the only other thing you didn't mention replacing is the pickup coil in the dist, they do go intermittant.
