tubes for 11.00r16

i want to mount my 11.00r16 michelins and have had trouble finding tubes and flaps.the best ive done was at bills tire shop in cali.they said to run a 10.00r15 tubeand 13 inch centerhole flap with steel valve stems.
does 10.00r15 tube sound right for a budd?
