11.00/16 versus 11.00/18 size differance??

Could someone please tell me what the differance in size there is between these tires. I was told that the 11.00/18 is about 39 inches tall. I live in California,I would like to find one or the other size close by..Thanks.Also does anyone have the phone number for "Snake River"..thanks again.
