I had always thought redline was the maximum rpm the engine can operate safely and be able to put out power. They should come apart much higher then "redline". Theres really no need to go beyond redline unless you are my buddys that race chevys around the circle track and then you are supposed to stroke and joke about how high of rpms you hit while racing and then scratch your head wondering why the rod came apart and blew the side of the block out.
