You CAN get flywheels rebalanced, I just don't know if 318/360's will interchange in other ways. I had one done for a 3.8L to 225 v6 confersion in a Jeep, took visits to several shops to find one that seemed to know the technical info- "ounce clocking"?. The other guys would balance the crank/flywheel/damper combination while out of the engine. The wrong balancing will cause an obvious vibration at rpm's above about 2500.
I heartily reccommend Ed Hale for automotive machine services- He's in Lakeside, just east of San Diego, Ca. He's an old roundy-round racer who does lots of custom work on engines.
