When you say lower shaft, do you mean the counter shaft for the cluster gear, shaft for the reverse gear that has the bolt and lock to hold them in? It's normal to have some sepage, but not to the point of drip, drip. Usually this is caused by a fatigued part. I would take the transmission apart and look at the condition of coutershaft shaft and it's roller bearings. If your building a lot of friction during its use, this can cause the shafts to work a little causing them to leak. The shafts fit snug in the case, pressed or driven in. There are no seal around the shafts.
If you do decide to take it apart and the shafts come out real easy, then it's time for a new case and shafts. You could have a micro fracture in the case.
