49 flatfender sparetire carrier?

A friend of mine has a 49 flatfender and it is missing the sparetire carrier. My question is did this year model carrier tilt slightly tword the rear fender? I came across one that tilts slightly and it won't fit my WC52, is it for his civilian model?
