The 400 block is the same as a 383 except for the bore. It is a low deck big block, the 400 has the biggest bore of any MOPAR engine at 4.34 inches. A cast crank 400 does however use a torque converter that is externally balanced similar to a 360. If you do have all the right parts a 400 makes a nice truck motor, just ask my 86 D-150. HEHEHEHE
