1) You shouldn't adjust the heels except when replacing shoes
2)I've alway adjusted shoe til they rub some, but you can still spin the wheel by hand. Test drive and feel/smell for excess heat, back off if required.
3)with new shoes (or heels that have been re-adjusted) you probably have to 'burn them in', test drive while using brakes heavily, then readjust -upper adjusters only. This will match shoes to drums. If they don't match, they will flex under pressure giving a low pedal.
