Cracks in frame of M-37

What is the right way to repair cracks in an M-37 frame that is double channel rivited type constuction? I repair yachts and ships all day long but this low grade steel laminate looks like it needs some back yard know how. Do I want to weld the inner to the outer layer? Is a "V" butt weld going to hold? Do I need a doubler and should I double both side? As you can tell I have questions! Any input will help. I have five months to get this thing ready for the cal power wagon rally and that's not much. Thanks jock.
