Dual Rear Spring Leaf Packs?

Hi, I've noticed my FF truck has two rear spring leaf packs by side. The normal large ones that are attached to the rear axle and a smaller one that's mounted on each side of the frame and does not appear to be connected to anything. My truck came with a non original flatbed. I would like to know if this smaller spring leaf pack is original and what's used for???
