Sorry Dozerhead, probably shouldn't have called you a moron.
I am in North Dakota, when we buy a vehicle, we get the signed title from the old owner, take it to the DMV, tell them what the purchase price was, and pay to have the title transfered and the sales tax on the stated sale price. That is it.
For vehicles I have purchased without a title, if we take the last registration card and a signed bill of sale from the old owner, the DMV issues a new title!
When selling a vehicle, we sign the title, give it to the new owner, take the plates/tags off and wave goodbye.
I guess you could say this is a weak title state.
