If I buy a vehicle I run the serial # FIRST if its not stolen or has a lien on it everyones happy. Cost--20.00$ Canadian, & worth it. In Ontario where they have provincial tax, they collect it when you register the vehicle, from the amount showing on the bill of sale. Do state taxes differ from that?
