A small double acting hydraulic ram on both sides on the front frame with attached clevis pins would work great. A small electric pump, a couple of bulldogs welded onto the rear frame, a tiny resrvoir, an electric solenoid, a toggle on the dash... and wallah... a locked up swivel frame!
