I painted a fender with Rustoleum Professional Primer that was solid surface rust over a year ago. I didn't have time to restore it and it was bleeding rust in the coastal morning drizzle. I sanded a lot of the rust off but in places left the rust as is. The rust has barely, if at all, popped back through to my amasement, after a year. It's actually held up better than Zero Rust. My truck sits outside and has several red primers on it in different spots just to preserve it until I can restore it and to improve the "look" in the driveway. The Rustoleum Professional Primer's my choice now for a temporary rust deterent and it covers good - way cheaper than Zero Rust and easier to get too.
