I'd say that converting a 251 to a 265 is far more desirable than trying to stroke a 230. I personally don't like welded crankshafts. There's no way that the journals can be welded without disturbing some of the grain pattern that was laid down when the billet was formed and then forged. This may be a bit controversial, but I just wouldn't trust them.

Offhand, I don't know what the rod ratio is on a 265 setup (I'd have to look up the specs), but that's an important consideration to keep in mind when planning your HP and torque curves.
