Dale, have you checked with the NM MVD? Although I haven't attempted to title a vehicle without a title here in Albuq., NM, I've been told that for a vehicle w/o a title, the VIN must first be verified by the police (state police?), then a title can be issued. Perhaps a bit of a hassle, but probably a lot cheaper than going through a title company.
