Obviously what you are saying when you say the RPM varies depending on if you come out the bottom of the spool or the top of the spool, is that the PTO has different gear ratios in one direction verses the other. From the winch drive shaft forward all the gear ratios are set and do not vary with direction.
Are you sure that the PTO has different gear ratios depending on the direction it is turning? To me it does not sound correct as I remember that the gears are the same on the PTO that I rebuilt for my SM420 (Chevy transmission).
