Goof-Off is zylene repackaged in expensive little bottles. You can buy it in large cans just like denatured alcohol. I have used it in refinishing antique furniture. It will remove a later latex paint and leave the original oil base paint underneath intact. I did this on a grain-painted pie safe and it came out beautifully.
As for the truck, I would recommend trying to buff/polish it out first with rubbing compound.
