Several people I have built houses for in North Idaho have opted for radiant heat through tubes in a slab poured at the time of construction. You can do this yourself if you use a standard water heater (any fuel) and can pour a 2"slab over the appropriate tubing on top of the existing floor. Another alternative to this is to use the same heat source and run the hot water to some old hot water radiators located on the outside walls of your garage/shop building.
