Well, the contents of any extiunguisher should not just be dumped to empty it for environmental reasons and a dry chemical will make a mess. I would not throw it on the dump either.
I suggest you contact a local Fire Extinguisher Business (not the local chain store). They have the equipment to empty extinguishers when hydro tests are done. I dont know the charge $$ but it should not be much.
