wc vin number question

A friend has this truck and is wanting to figure out which model it is. Vin # 8650036, it has a bed that appears original but is not dodge, it is a dually,and has short running boards on both sides. My book shows it as a possible wc5 or wc41 but, I can not pin down the exact model. Any help???
