Engine trouble

I have a 1941 WC. I started what was supposed to be a miner cosmetic rebuild of the engine and found that the engine and water pump is filled with rust and sediment. I now am wonder whether a complete rebuild is in order. Which brings me to my question. If I am going to spend money and time on a rebuild would I be better off replacing the original engine and trany. with a newer model(one with a syncro trany). Any recommendations? I have a limited budget but would like a truck I can drive with reasonable reliability.
