Grounding problem/question

Does the fuel gauge (dash panel)have to be grounded in order to work? My new fuel gauge worked last week, not now.
Working on a 48 b-1 with 2 wires to the sending unit in tank. There is a original fiber/ cloth gasket between the gauge and the panel housing and also the 2 bolts that hold it into place are insulated.

Maybe the fuel gauge from VPW went bad. Any way to test this 2 wire type?
