I would worry! If the fuse holder contacts are dirty there could be a significant resistance in series with the load. As a result a lot of heat would be produced and it will only get worse. Worse case the head light swith could be damaged or worse yet destroyed. At the nuclear power plant where I worked the heat got so high it melted the solder joint between the fusable link and the end cap. We scanned fuse panels with an infred scanner to look for fuses beginning to fail.
