Sounds like the alternator is receiving full excitation all the time. This year alt should have three wires, one big honkin' one for the output, and two for field excitation. The electronic voltage regulator lets the 'ground' float up to reduce the voltage provided to the field and thus reduce the rate of charge. Make sure you have a good ground on the voltage regulator and good ground from engine to body. Remove one of the field wires from the alternator and see if the charge rate disappears. I'm guessing a bad alternator or a bad ground on the regulator.
