Running too rich

I have a 1952 M37 230 cu. 6 .
I am running too rich. My fuel pressure is @ 4.5 PSI. And the idle/ mixer scew has a 1 1/2 counter clockwise turn. The carb has been rebuilt by Jim Wallace of Pensa Cola, Fl.. but my spark plugs keep building carbon
deposits. What can i do?
