I have welded steel bumpers on my Suburban that were made about 10 years ago and were powder coated black. I think it's held up well over the years, the finish is a little (weathered?) dull now but I'm pretty sure I could get the shine back if I wanted to. There's only a small 1/8" chip where I bumped into a concrete wall. No rust, no peeling, and highly scratch & scuff resistant (I am always climbing on them, pushing or pulling or winching, dragging an air-hose or rope across, or leaning something against them. Powder coating = Good stuff when done right, IMO! I think it is alot harder to fix than paint if damaged & I'm not sure about the application on body panels likely to flex or get dinged, but powder coating on non-flexing pieces appear to hold up well.
