It appears you're trying to stuff three pounds in a two pound bag, Metaphoricly speaking. That is to say you've got more flow than your system can handle.I can suggest two options, you can install a Pressure Compensated Flow Divider to port some of the oil back to tank . The p/c part is important so that you don't lose working pressure.Modular controls used to make a good one that wasn't too dear.
Your second option is to install a smaller displacement pump. I don't know what size cylinder you're using but most splitters don't need more than four gpm.
