The other contributos have nailed it -
heat with a gas torch to get the originals out,
break them if you have to,
drill broken ones back to size and re-tap,
weld nuts on plates in place to fill the gaps, then re-tap them too.
Use an anti-seize grease on the new ones, and while you are at this stage fit new hoses to your window drain boxes and lead the hose down to below chassis level, as it's often the water from them that has rusted these bolts and the double panelling to start with.
Window boxes leaking water ? then fill the bottom of them with putty and channel it to the drain point - saves hours of aggravation and wet floors.
