318-3 Water cooled (or heated) carburetor??

I noticed that the carb on BLZs 318-3 has
a base with a coolant inlet and outlet.

How was this useful? To keep the carb cooler or warmer? Is it good for use in South (oops CENTRAL) Texas climate?

Factory installed or aftermarket? Engine is from a 66 D500.
