I'm using red oxide Zero Rust in a rattle can as the primer on my M37.
I painted some test pieces of metal and put them outside over the winter. They look fine, though slightly faded. No rust, even on some pieces that had minor surface rust (but not loose scale).

Another paint that works well is Rodda Barrier and Barrier II. Barrier comes in several colors, while Barrier II is only in red oxide. Barrier II resists burning, so it has minimal damage to the surrounding area during welding. They can be thinned and sprayed, but do not come in spray cans. I have some parts painted with a single layer and left outdoors for a decade, and only recently have they begun to rust. The parts painted with multiple layers are not rusting at all. The paint has faded quite a bit though. This was the green color Barrier. I don't know how it covers rust. I painted over freshly sandblasted steel.
