If you try a magnet and find the strips are magnetic,then you may have -satin coat-,a common type of steel often used in autobody repair.This stuff welds and paints nicely,but does gas off when welded.If it is stainless,i generaly use either 308 or 316 wire and 75/25 argon/CO2 gas to join to mild steel.The metal you are welding to must be clean of oil,grease and paint or you will contaminate the weld and that invites corrosion.Good luck.
