What are they used for?

I have a '47 WDX (?) frame & it has two brackets that are (loop band) bolted to the front frame approximately 6 inches to the rear of the shock mounts. Interesting enough my '53 B-4 has the same holes in the frame but no brackets. Any help identifying what these bands are used for and are they supposed to be on a WDX or B series PW is greatly appreciated! Thanks!
