Where to stick this bracket?

Hi all, Am putting together a '48 civilian Power Wagon that's been apart a long time. There's an L-shaped bracket that attaches the back of the front fender to the frame. This L bracket attaches to a wedge-shaped bracket that is bolted on the frame. Question is, does this L bracket bolt under the wedge bracket, or does it sit inside the channel of the wedge? Sorry if this does not make any sense. Thanks, Alan
