74 crew cab

I just got a really nice 74 crew cab W200. I got it from a government auction. Very little rust and has a Ramsey 8000 lbs. PTO winch, 360, 4 speed. It has not be ran for a couple of years. what is the best way to drain the gas tank? It has the cab mounted tank. Also what should the compression be on a stock 360?
