OT - IH Lo-Boy Cub Help

Got a 1956 IH Lo-Boy Cub tractor here at the house I am working on for a friend. It has a very little 4banger flathead. Put a new carb kit in it and it will only run when fully choked or a tad bit off choke and thats it. Sometimes it will run for several minutes and die. ALways fires right back up and seems to be needing a full choke all the time. Does it cold or hot. Any ideas? Only adjustment is the idle mixture screw and its been in all directions.
