Yes, there is an inner axel seal. It seats right behind/inside the inner axel bushing. The felt wipers on the ball are only there to keep dust and dirt out. If your inner axel seals are bad, the differential lube will just seep through the felts and coat the inside of your wheels and tires, especially if you park sideways on a hill.
