Around here (Iowa, Missouri), there are loads of two axle 16' deck 102" wide trailers for sale (new). I believe I've seen similar trailers in the southern CA area. They make a good "kit" to make what you really want. They typically have a pair of 3500 lb axles (rear brakes only) and junkyard wheels and tires, mostly angle iron frames/tongues, cheap wood decks, sloppy wiring, etc. But you can buy them for around $1000. I've had one for around 10 years, redid the frame/wiring/floor about 3 years ago. My guess is that you'd have almost as much in materials as these things cost. I would recommend adding brakes to the front axle (I did), good wheels and tires, rewiring it properly (in conduit), and maybe a sandblast/repaint. You'll still be money and time ahead of building it from scratch.
