First either glassbead or acid dip your frame to remove all the corrosion, then repair any rust damage(probably less expensive to buy a rust free frame) then epoxy prime & paint the frame. The reason they rust is because very little paint (if any) was sprayed into the window groove when the frame was being manufactured at the factory. Once you've properly coated the frame, you'll never ever have it rust again in your lifetime (or likely your grand kids either).
Don't silicone or use bubble gum to seal your window....take it to an auto glass store & for roughly the price of the tube of silicone, they'll install the proper ruber glass packing tape which comes in many different thicknesses.
